The Vice President of Administrative Services provides executive-level leadership over the full range of business, financial, facilities, and operational functions for the college. This position directs the college's annual operating budget, oversees facilities and capital construction including a billion-dollar bond measure and facilities plan and ensures compliance with Education Code and state/federal regulations across all administrative functions. The VP serves as a key advisor to the College President and may assume direct responsibility for the college in the President's absence.

Key Responsibilities
Financial & Budget Management
- Coordinate and supervise preparation and expenditure of the college's annual operating budget; exercise expenditure and purchasing control.
- Administer student accounting and bursar functions.
- Develop and administer the college's financial, business, and operations policies and procedures; prepare regular financial reports for the College President, District, and other stakeholders.
- Ensure compliance with all federal and state regulations, including completion of required state and federal reports.
Facilities & Capital Projects
- Manage college operations, including building/grounds maintenance and custodial services, in coordination with Maintenance and Operations.
- Administer the event and facilities master calendar and facilities rental program.
- Coordinate college-level planning for new facilities and renovations, and oversee district staff and contractor coordination during construction.
- Lead the college's billion-dollar bond measure and facilities plan.
Operations & Support Services
- Manage technology services and facilitate technology planning with Information Technology Services.
- Coordinate bookstore and cafeteria services with district staff.
- Administer campus safety and emergency preparedness programs in collaboration with police and district staff.
- Coordinate personnel and employment services with district and college staff.
Leadership & Planning
- Direct, supervise, and evaluate administrative services personnel and assess program/service effectiveness.
- Participate in college long-range planning for programs, services, grants, facilities, and technology, coordinating financial planning within the integrated planning process.
- Serve as a member or chair of designated district and college committees; liaise with site and district administrative staff.
- Serve as administrative associate to the College President, assuming direct college leadership when designated.
- Perform other related duties as assigned.
Qualifications
Required Knowledge
- Applicable local, state, and federal laws and regulations, including the State Education Code and Health & Safety Codes.
- Governmental accounting standards and public administration accounting/personnel practices.
- Contract law as it applies to California community colleges.
- District collective bargaining processes, organization, policies, and objectives.
- District personnel, budgeting, and accounting procedures.
- Principles of business management, facilities management, and personnel supervision/training.
- Modern office practices, procedures, and record keeping.
Skills & Abilities
- Strong analytical skills, with the ability to assess situations accurately and act decisively.
- Excellent oral and written communication with diverse internal and external constituencies.
- Proven leadership in developing and managing a large, diverse program area.
- Ability to build and maintain effective working relationships with administrators, staff, contractors, and support personnel.
- Sound financial, budget, and accounting management capability.
- Experience managing business operations and facilities.
- Skilled in personnel management, supervision, and training.
- Ability to plan, schedule, and supervise work effectively.
- Ability to interpret and apply labor agreements and district policies/procedures.
Foreign Degree:

SELECTED CANDIDATE IS REQUIRED TO COMPLETE THE FOLLOWING PRIOR TO EMPLOYMENT:
- Submit official transcripts as stated on application;
- Provide a Certificate of Tuberculosis Exam for initial appointment (Note: The certificate must be renewed every 4 years as a condition of continuing employment);
- Have fingerprints taken by a Live Scan computer at the District's expense (Clearance must be received prior to first day of employment);
- Present original documents for proof of eligibility to work in the United States as required by the I9 Employment Eligibility Verification form; AND,
- Attend a new hire processing appointment in People, Culture, and Technology Services located at the District Administrative Offices.
- Employed on an initial contract of two (2) year that is eligible for renewal annually for up to a subsequent two-year period.
EMPLOYMENT AFTER RETIREMENT
If you accept a contract (permanent) position with SDCCD and are a retired annuitant with CalPERS or CalSTRS, you must reinstate from your retirement system. Please reference the CalPERS or CalSTRS website for further information.
