Job Description Summary
Reporting to the Associate Director of Transit Operations, the Operations Manager is responsible for managing and overseeing first shift dispatcher, supervisors, and fixed route driver teams, and general oversight of shuttle driver vendor efforts in coordination of the University's Comprehensive and Integrated Transportation System, which provides safe transit for the University of Pennsylvania and Hospital University of Pennsylvania communities within specific boundaries.

Job Responsibilities:
  • Develop and manage the scheduling efforts of all transportation services offered by Penn Transit Service. This includes but is not limited to Maintenance Services, Shuttle Service, PennBUS Service, Accessible Vehicle Transportation, Charter Services, Crew Transportation, Public Safety Transportation and Medical Student Transportation via a transportation management system (i.e. Tripshot).
  • Manage the day to day operations of all office staff in the Penn Transit Operations Center, including direct oversight of dispatcher team direct oversight of PennBus drivers.
  • Oversight of shuttle driver contract deliverables and driver quality assurance.
  • Responds in a timely matter to accidents, incidents or emergencies; filling out Accident Reports and taking photographs and representing Penn Transit services to Penn Public Safety and/or Penn Police Department.
  • Coach, train, and perform written observations/reviews for all assigned staff.
  • Compile and maintain statistical data on all Penn Transit Services usage on a daily basis.
  • Administer the Road Observation Program.
  • Perform observations for all drivers a minimum of twice per year and review the evaluation results with and set up an improvement plans for each driver.
  • Perform quality assurance observations of on shift of shuttle drivers as they perform their duties in the field and layover in their stand-by locations.
  • Advise vendor's management team of drivers exhibiting sub-standard driving habits or delivering poor customer service.
  • Other duties and responsibilities as assigned


Qualifications:
  • BA/BS degree and 2-3 years of experience or equivalent combination of education and experience is required.
  • 2-3 years of prior leadership experience in an operational capacity within a transit organization; unionized experience required.
  • Maintain and possess a valid Class B Commercial Drivers License from state of residence and have Passenger Endorsement and the Air Brake Restriction removed.
  • Must maintain and possess a valid US DOT Medical Examiners Certificate.
  • Prior experience in accident documentation and reporting.
  • Experience with Word, Excel, Outlook, and TripShot dispatching software.

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, and in alignment with salary ranges based on external market data for the job's level.
