Department Profile

Extended Opportunity Programs & Services (EOPS) at Cerritos College is a student support program designed to go "above and beyond" to provide equitable access and support services to students who face economic and educational barriers in higher education. Within this framework, the Cooperative Agencies Resources for Education (CARE) program serves as a specialized subset of EOPS specifically for single-parenting students who receive cash aid (CalWORKs/TANF). Our mission is to enhance student achievement by fostering self-advocacy and providing the essential tools and "wrap-around" support necessary for our students to overcome obstacles and reach their academic and career goals. As part of the Division of Student Equity and Success, EOPS and CARE belong to a comprehensive department of support programs that also includes the LINC, NextUp, and CalWORKs programs.

Job Duties

Counseling Duties
  • Conduct a minimum of three (3) mandated counseling contact sessions per semester for each EOPS student, providing substantive academic, career, and personal guidance.

  • Provide academic counseling and develop, review, and revise Comprehensive Student Educational Plans (CSEP) as defined by Title 5 for economically and educationally disadvantaged students.

  • Assist students with major and career exploration to develop goal-aligned educational plans while proactively identifying and removing barriers to their success.

  • Act as a dedicated student advocate when coordinating with campus and external partners to ensure equitable access to all support services and "over and above" resources.

  • Identify students experiencing personal, financial, or academic crisis and facilitate immediate, direct connections to appropriate on-campus and off-campus support services and referral agencies.

  • Design and facilitate "over and above" workshops-including intrusive interventions, academic recovery, and success seminars-tailored for the diverse student populations served by EOPS.

    Instructional Duties (if assigned)
  • Teach any/all assigned Counseling classes for all scheduled minutes, designed specifically for the EOPS/CARE student population, utilizing culturally responsive teaching methodologies tailored to EOPS populations.

  • Teach courses in accordance with the course outlines of record.

  • Provide opportunities for students to be aware of their progress.

  • Submit a copy of the syllabus for each class to the Division Office.

  • Keep accurate records of student enrollment, attendance, and academic progress and submit them to appropriate offices by the published deadlines.

  • Submit end-of-session grades, including supporting documentation, and attendance reports by the published deadlines.

    Professional Responsibilities
  • Maintain currency with current information, concepts, laws and ideas in their disciplines and with best practices in teaching and learning.

  • Check mailbox, voicemail, and e-mail regularly.

  • Maintain student confidentiality as required by regulation and Board Policy 5040 titled Student Records and Directory Information.

  • Attend EOPS department, Student Equity division and Counseling division meetings, as required.

  • Participate in committee work, student activities, and shared governance activities as appropriate.

  • Follow Board Policy 4005 and Administrative Procedure 4005 titled Duties and Responsibilities of Faculty Members.

    Minimum Qualifications


    Master's degree in counseling, rehabilitation counseling, clinical psychology, counseling psychology, guidance counseling, educational counseling, social work or career development, or the equivalent,

    AND

    EOPS counselors hired after October 24, 1987, shall:

    (1) Have completed a minimum of nine semester units of college course work predominantly relating to ethnic minorities or persons handicapped by language, social or economic disadvantages

    OR

    (2) Have completed six semester units or the equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program, or in a program dealing predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages

    AND

    In addition, an EOPS counselor hired after October 24, 1987, shall have two years of occupational experience in work relating to ethnic minorities or persons handicapped by language, social or economic disadvantages

    Understanding of and sensitivity to meeting the needs of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of the student, community, and employee population.

    Preferred Qualifications

    Direct experience counseling within an EOPS program preferred. Also, experience working/counseling single parenting students and/or current/former foster youth preferred.

    Physical Limitations

    Physical requirements may be met with or without reasonable accommodations.

    1. Ambulatory ability to move to various office and classroom-type locations and to stand, bend, stoop, and reach to setup equipment and provide instruction.

    2. Sufficient hand eye coordination and dexterity to write on a board or type on a computer.

    3. Must be able to recognize printed material (printed or online) for more than 50% of the expected work time and make presentations.

    4. Sufficient auditory ability to project voice to a group, hear questions and prompts, and carry on routine conversations.

    5. The ability to lift, push, and pull objects of medium weight (less than 30 lbs.) on an occasional basis.

    Conditions of Employment
    1. Assignments are contingent upon sufficient funding and enrollment.

    2. Assignments may include day, evening, and/or weekend classes.

    3. Individual who is offered employment shall be required to:
    • Obtain fingerprints for a criminal history clearance through the State Department of Justice and the Federal Bureau of Investigation (if hired after June 1, 2023).
    • Produce an original social security card, and
    • Submit negative TB test results (must be within the past four years or within the last 60 days if not previously employed in a school district in California) before employment. Faculty must be able to teach on-campus or remotely as assigned.

    Candidates must be able to provide proof of California residency prior to employment.

    Proof of eligibility to work in the United States and signing of loyalty oath per Government Codes 3100-3109.
