JOB SUMMARY
Under policy direction from the Superintendent/President, works collaboratively with members of the Executive Leadership Team to provide District leadership, planning and policy development for the Student Services division; plans, organizes, directs and integrates the operations of the Student Services division including a variety of student success and equity initiatives and programs; plans and directs the operations and services of the Behavioral Assessment Resource Team (BART) and develops and implements MPC's student code of conduct, grievance and discipline processes; may be assigned additional responsibilities as part of the senior management team; and performs related duties as assigned.

This position is designated by the governing board as an educational administrator.

DISTINGUISHING CHARACTERISTICS
A Vice President, Student Services is distinguished from other Vice Presidents by the incumbent's management oversight of the District's student support and services including the Counseling, Career and Transfer Center, Veterans Resource Center, Access Resource Center, Welcome Center and student outreach and retention programs, Admissions and Records, Student Financial Services, Early Childhood Education Center, International Students program, Athletics, Student Government and Student Activities. Incumbents in this classification require a broad knowledge of the District's student enrollment, success, and completion goals and initiatives, including supporting students in various academic pathway initiatives and collecting and reporting student information. Accountabilities are broad in scope and require a high degree of administrative discretion in their accomplishment.

Example of Duties

DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.

  1. Provides executive-level management and shared governance leadership for Student Services operations, programs, and services to increase enrollment, provide educational planning and intervention programs/services, and to enhance student life from pre-enrollment through completion or transfer.
  2. Embraces the changing student demographics as an opportunity to enhance student services and programs to assist all community college students to meet educational goals; develops and implements student support services and programs for students with varying ages, financial resources, and educational backgrounds to achieve educational, employment or transfer goals, including a combination of in-person and technology-enhanced options.
  3. Serves as the advisor to the Superintendent/President on policy and strategic matters related to student initiatives, programs, and services, particularly those that link resource allocation with student enrollment, persistence, and completion planning and evaluation processes; ensures and maintains District compliance with federal, state, and Chancellor's Office laws, rules, and regulations and related reporting requirements.
  4. Plans, organizes, directs, controls, integrates and evaluates the work of the Student Services division's deans, directors, managers and staff; develops, implements and monitors divisional work plans to achieve goals and objectives; collaborates with administrators and employees to resolve issues, grievances, complaints and concerns related to their assigned areas in accordance with Board policies, administrative regulations and collective bargaining agreements.
  5. Develops Student Services divisional and department budgets and long-range plans; researches, develops, recommends, implements, and evaluates externally funded initiatives and opportunities; ensures grant-funded student support programs provide equitable access to education for disproportionately impacted student populations; ensures District compliance with external funding guidelines, reporting requirements, and all legal mandates.
  6. Develops, cultivates and implements a comprehensive set of student-centered programs, services and activities; collects and analyzes data on student satisfaction and student success outcomes, including access, persistence, graduation, transfer, and program completion rates to identify barriers and enhancements to student success; identifies gaps in services and ensures District, categorical and grant-funded student support programs provide equitable access to education for all students and support divisional strategic plans and initiatives.
  7. Collaborates with educational partners to provide matriculation and financial support services for new, dual enrollment, not-for-credit and online students; directs the development and implementation of academic support programs including learning communities, tutoring and academic support centers and access to accessibility services and technology and academic and career counseling; identifies and develops effective partnerships with businesses and community organizations to develop and implement student support services and programs including basic needs support and work-based educational and career opportunities.
  8. Develops and implements well-articulated, fair, and consistent academic integrity and student discipline policies and procedures; leads and participates in administration of due process for student discipline and the student appeal process.
  9. Directs and reviews the case management and outcomes of BART; consults with staff regarding crisis counseling for students and others; ensures incident reports are addressed in a timely manner; participates in threat assessments in accordance with established protocols and legal/regulatory standards.
  10. Provides leadership to the District in the use and implementation of the student information system and student modules; identifies and reviews new student services delivery mechanisms with support of online tools and resources.
  11. Prepares agenda reports and presents to the Governing Board of Trustees on changes in regulations potentially impacting division actions and activities, divisional budget, operations and controls, and student enrollment, success, and completion.
  12. Chairs and participates in participatory governance committees, processes, and initiatives; represents the District and presents at community meetings and events, and at local, regional, state, and national conferences, meetings, workshops, and training seminars.
  13. Demonstrates an understanding of, sensitivity to, and appreciation for the diverse academic, socio- economic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.
OTHER DUTIES
  1. Participates in professional development related to the assignment, including regional, state and national workshops, training sessions and conferences as appropriate.
  2. Performs related duties as assigned.


Qualifications

QUALIFICATIONS Required Education and Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • A master's degree from an accredited institution or the equivalent;

AND
  • Five years of increasingly responsible management experience in an educational institution of which two years have been with emphasis in an area of student services or a closely related area.
Licenses and Special Requirements
  • A California driver's license, an acceptable driving record, and current vehicle insurance meeting State of California requirements, or the ability to travel to various campus locations.
Desired Education and/or Experience
  • A doctorate from an accredited institution.
  • Previous experience working in the California Community College system.
  • Experience leading comprehensive student services programs such as Admissions and Records, Financial Aid, Counseling, EOPS, DSPS, basic needs, student health services, or other holistic student support areas.
  • Experience implementing new programs, leading organizational change, and fostering innovation to improve the student experience and institutional effectiveness.
  • Experience implementing new or overseeing existing technology systems that support student services operations and student success.
  • Experience building and maintaining enrollment through strategic outreach and enrollment management practice.
Knowledge of:
  • Advanced theory, principles, practices, and techniques utilized to research, develop, and implement higher education student learning and success programs and services.
  • Current legislation and operational trends pertinent to community college student services, including enrollment and financial aid.
  • Advanced principles, practices, methods, and techniques of program, administrative, and organizational analysis, planning, and management as applicable to student support services and educational planning.
  • Computer-based technology for managing assigned divisions, student data, and for student support services.
  • Federal, state, and local laws, regulations, and court decisions governing area of assignment including Family Educational Rights and Privacy Act (FERPA), the Americans with Disabilities Act, Health Insurance Portability and Accountability Act (HIPAA), the California Education Code, and Title V.
  • District student and financial systems used for recordkeeping, budgeting, payroll, and general accounting.
  • Accrediting Commission for Community and Junior Colleges standards and reporting requirements.
  • Principles and practices of sound business communication.
  • Research methods and analysis techniques.
  • Principles and practices of organizational improvement, equity, and culture change.
  • Safety policies and safe work practices applicable to the work being performed.
  • Board Policies, Administrative Procedures, Human Resources policies and procedures, Equal Employment Opportunity, and collective bargaining agreements.
Ability to:
  • Work collaboratively with District Governing Board of Trustees, Superintendent/President, other administrators, employees, and the community to support the District's mission and the institutional goals, objectives, policies, and priorities.
  • Provide complex strategic analysis, advice, and policy support, and develop solutions to complex issues.
  • Plan and direct the varied functions of the Student Services division, including providing financial oversight, ensuring completion and timely submission of mandatory reporting and grants, and external funding compliance.
  • Plan and direct activities of assigned management, faculty, professional, technical, and support staff.
  • Plan and integrate student services practices to facilitate a culturally responsive learning environment.
  • Understand, interpret, and apply policies and procedures, regulations, government and state code, and other applicable laws.
  • Communicate effectively, make presentations, and represent the District in negotiations.
  • Conduct research, interpret data and prepare and present reports, proposals and recommendations clearly, logically and persuasively to diverse audiences
  • Operate a computer and use standard business software and databases.
  • Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.
