OVERVIEW
The Shasta-Tehama-Trinity Joint Community College District (Shasta College) sits at the northern end of the Sacramento Valley, surrounded by mountains to the north, east, and west. The area provides a wide array of outdoor amenities and activities with miles of hiking and biking trails, national parks, two lakes, and the Sacramento River. The main campus is located in the city of Redding, population 90,000. The area is characterized by excellent schools with high graduation rates, low traffic, and low housing prices (Zillow average 395,000 vs. California state average of 786,000).

DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
The Director of Area Operations provides comprehensive support and high-level strategic advising to the Vice President, overseeing the planning, organization, and direction of operations within the assigned office. This position requires independent work to monitor and ensure effective resolution of projects, ensuring the Vice President is optimally prepared and briefed on current and emerging division matters. This position also performs a variety of highly technical and analytical fiscal functions in support of the District's administration of contracted services and state/federal categorical funding requirements. This position assists and facilitates the District's financial planning and management processes, provides specialized functions in the analysis, tracking, processing, and reporting of financial and budgetary transactions and ensures compliance with District, state, and federal fiscal processes.

The Director supervises office staff, assists in support activities related to office operations, and handles administrative and managerial details for the assigned office. Employees in this classification receive limited supervision within a broad framework of laws, regulations, policies, and procedures. This is an administrative, overtime-exempt position.

CLASSIFICATION: Range 20 on the Administrative Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00 p.m., Monday through Friday. This a classified administrator position with a default CalPERS retirement.

SUPERVISOR: Associate Superintendent/Vice President of Student Services or designee

Typical Duties, Knowledge and Ability

Essential Functions:
  • Strategic Support and Advising to the Vice President
    • Provides advanced support to the Vice President in the processing and completion of administrative operations.
    • Manages administrative details that do not require the Vice President's immediate attention.
    • Facilitates the Vice President's executive functions by providing advice, context, and background information on issues.
    • Collaborates with administrative professionals to ensure the completion of administrative operations and the Vice President's preparedness for meetings and executive functions.
    • Researches, analyzes, evaluates, and interprets information, issues, and proposals for the Vice President, ensuring alignment with Division goals.
    • Develops, prepares, and reviews high-level correspondence, reports, or presentations requiring sensitivity, discretion, or judgment.
    • Communicates and interacts effectively with faculty, staff, and management on routine and special projects on behalf of the Vice President.
    • Independently researches, calculates, compiles, and updates reports and information for government agencies and other entities.
    • Reviews, analyzes, and evaluates financial elements of contracted projects, accounts, and transactions related to division budgets and categorical program planning, monitoring, and reporting.
    • Maintains detailed records for multiple budgets, including categorical budgets.
    • Prepares and monitors budgets affecting division and categorical services and/or projects in accordance with funding guidelines, regulations, and District policies.
    • Acts as the Vice President's principal point of contact to advise, communicate, and support faculty, staff, students, and external partners in the Vice President's absence. Represents the Vice President in various settings and meetings.
    • Ensures follow-through on applicable action items and communicates directives to staff on behalf of the Vice President.
  • Leadership and Strategic Guidance
    • Assists the Vice President in setting strategic priorities, developing plans, and tracking progress on key initiatives.
    • Oversees the implementation of strategic projects, ensuring they are on time, within budget, and aligned with overall Division goals.
    • Analyzes complex situations, identifies potential solutions, and facilitates decision-making.
    • Streamlines workflows and processes within the Vice President's office to improve efficiency and effectiveness.
    • Participates in short and long-term strategic planning for the assigned office, including assessing current operational status, internal strengths and weaknesses, and external threats and opportunities, and developing action plans.
    • Develops and prepares the annual preliminary budget for the office; analyzes and reviews budgetary and financial data; authorizes department expenditures in accordance with District policies and procedures.
    • Compares actual projections and expenditures to program or contract commitments and timelines; projects present and future costs of changes or modifications; develops periodic cost analyses.
    • Calculates and costs out personnel requests, financial proposals and contracts to determine fiscal impact.
    • Makes recommendations regarding department and initiative resource allocations.
    • Participates in or facilitates management meetings, committees, and staff meetings to promote current and proposed office policies and objectives.
    • Anticipates developments, functions as a high-level point of resolution, proposes strategies, and implements courses of action through the Deans and Associate Deans.
    • Communicates and helps to formulate operational policies, procedures, and requirements; receives and interviews callers, providing information requiring judgment, knowledge, and interpretation of established procedures/policies and collective bargaining language.
    • Promotes positive community relationships, receives requests and concerns, and takes action or makes proper referrals.
    • Manages projects and relationships with other college divisions, ensuring senior leaders are aware of decisions affecting their areas.
    • Interfaces with leadership and staff at all levels throughout the division and the college to coordinate initiatives and resolve issues.
    • Assists in orchestrating and synchronizing strategic communications across departments to achieve desired effects and cohesive messaging.
    • Understands and interprets organizational policies and procedures to ensure appropriate decision-making protocols are followed and makes recommendations for change. Evaluates, researches, and develops specific policies and procedures.
    • Facilitates the implementation of organizational changes and initiatives.
    • Plans, organizes, coordinates and directs multiple projects and activities with competing deadlines and sets and manages timelines and priorities.
    • Coordinates the preparation of financial statements and reports within scope of assigned funding sources; ensures coordination between budgeting systems and other management systems.
    • Analyzes monthly general ledgers; prepares journal entries; may perform support functions to close fiscal year-end.
    • Assists in developing and implementing controls for fiscal accountability within the division; recommends the creation or modification of new accounts.
    • Compiles statistics and tracks expenditures to complete reports.
  • Staff Direction and Supervision:
    • Assigns, trains, supervises, evaluates, counsels, and disciplines direct reporting staff; plans, coordinates, and provides training, guidance, and support for office personnel.
    • Receives, gathers, and prepares information and evaluation materials, which may be of a confidential nature.
  • Performs other related duties similar to the above in scope and function as assigned in support of the College's mission and Division goals and priorities.

Experience/Education

Education & Experience Required:
  • Associate's degree from an accredited institution.
  • Two years of progressively complex and responsible experience working for an executive or administrator in a complex work environment.
  • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.
Education Preferred:
  • Bachelor's degree from an accredited institution.

New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 5 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.

Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
