Under the administrative direction of the Superintendent/President, the Assistant Superintendent, Vice President, Business and Administrative Services serves as the District's Chief Business Officer (CBO) and Chief Financial Officer (CFO) and provides executive leadership, strategic planning, and overall direction for all business and financial operations of the District.
The Assistant Superintendent, Vice President leads the planning, coordination, and evaluation of districtwide operational functions, including financial and business services, facilities and maintenance operations, information technology services, and campus police and safety services, ensuring effective, compliant, and sustainable operations in support of the District's mission.
In this role, the Assistant Superintendent, Vice President strengthens the District's financial stability, operational efficiency, and physical and technological infrastructure, and collaborates with the District's diverse stakeholders to develop and implement innovative, transparent, and student-centered administrative systems that advance institutional effectiveness and student success.
EXAMPLE OF DUTIES:
- Serves as the District's Chief Business Officer, providing executive leadership for administrative services and advising the Superintendent/President on strategic planning, fiscal policy, facilities, technology, safety, and operational priorities.
- Acts as the District's primary financial advisor and provides strategic financial leadership to the President and Cabinet by offering financial insight to support decision-making, planning, and growth initiatives. The position is responsible for ensuring sound fiscal stewardship, long-term financial stability, and compliance with applicable laws, regulations, and reporting requirements.
- Leads and evaluates the Administrative Services Division, ensuring effective management of finance, facilities, procurement, information technology, campus safety, and related operations in support of District goals.
- Directs development of the District's annual budget, long-range financial plans, revenue projections, and investment strategies to ensure fiscal stability, regulatory compliance, and alignment with institutional priorities.
- Provides executive oversight of facilities planning, construction projects, campus safety operations, and risk management to ensure safe, compliant, and well-maintained learning and working environments.
- Establishes and maintains internal controls, audit oversight, and fiscal monitoring systems to safeguard District assets and ensure transparency, accuracy, and accountability in all financial operations.
- Oversees compliance with applicable laws, regulations, contracts, and Board policies; reviews legislation and regulatory changes; and recommends policy updates to the Superintendent/President as needed.
- Directs procurement, bidding, vendor contracts, and consultant services to ensure ethical, cost-effective, and legally compliant acquisition of goods and services.
- Serves as a key member of the executive leadership team; supports Board processes, shared governance, and institutional planning; and provides data-driven recommendations on District-wide initiatives.
- Serves as a resource member of the District's labor negotiations team and participates in collective bargaining discussions by providing financial analysis and support as directed by the District's designated Chief Negotiation Officer.
- Builds and maintains partnerships with community organizations, professional associations, and the District Foundation to support fundraising, grants, and external resource development.
- Directly manages all aspects of the employee lifecycle including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to District policies and legal requirements.
- Performs related duties as assigned.
MINIMUM QUALIFICATIONS:
- A Master's degree from an accredited college or university in business administration, accounting, finance, management, public administration, higher education leadership, or a related field.
- Five (5) years of leadership experience in business, fiscal, or administrative services, preferably at a community college.
PREFERRED QUALIFICATIONS:
- Doctorate degree in a related discipline.
- Certified Public Accounting (CPA) certification.
KNOWLEDGE AND ABILITIES:- May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.
- Ability to lead and evaluate a wide range of administrative services including accounting, budget, payroll, purchasing, contracts, risk management, and auxiliary services.
- Advanced expertise in multi-fund public sector budgeting, long-range financial planning, forecasting, and fiscal oversight.
- Comprehensive knowledge of state and federal laws governing community college finance.
- Ability to ensure compliance with audit requirements, public transparency mandates, and Board policies.
- Skill in overseeing facilities maintenance, scheduled maintenance, and capital construction.
- Understanding of information technology services with emphasis on system security, infrastructure modernization, ERP integration, and digital transformation aligned with institutional priorities.
- Can oversee campus police and public safety functions, including budgeting, compliance with Clery Act standards, risk mitigation, and alignment with districtwide equity and safety goals.
- Ability to function as a key member of the Superintendent/President's Cabinet, advising on districtwide initiatives, resource implications, and operational feasibility.
- Expertise in preparing and presenting complex financial and operational reports to the Board of Trustees and community stakeholders.
- Demonstrated experience working with communities who have been traditionally underserved by higher education and experience with pedagogies reflecting intersections of race, culture, class, ethnic, and queer identities.

Physical Abilities:
- Seeing to inspect written documents, communicate with District staff, sitting for extended periods of time; bending, kneeling, climbing, and reaching to retrieve and file equipment, and dexterity of hands and fingers to operate and repair equipment as well as to type on a computer keyboard.
- Standing, and walking between work areas is required.
- Positions in this classification may occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information and equipment.
- Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.
Work Environment:
- Employees work in an office environment with moderate noise levels, controlled temperature conditions.
- Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Salary: $22,488.09 monthly
