Primary Duties and Responsibilities:
Under the direction of the Executive Director of Facilities, the Chief Operating Engineer is responsible for overseeing the operation, maintenance, repair, and optimization of all building systems and facilities. This position supervises engineering staff, ensures compliance with safety and regulatory requirements, manages preventive maintenance programs, and maintains reliable operation of mechanical, electrical, plumbing, HVAC, and life-safety systems.

  • Directs the overall operation of all physical plant equipment, such as, boilers, chillers, building ventilation, electrical generation, air conditioning systems, fire alarms, and other related equipment by coordinating maintenance and repair services; following manufacturer's instructions and established procedures; requesting special services.
  • Provide a comfortable, safe operating environment for students and staff as economically as possible through management of the day-to-day physical plant engineering unit.
  • Direct physical plant operations personnel by initiating, coordinating, and enforcing program, operational and personnel policies and procedures.
  • Comply with legal requirements by studying existing and future legislation and developing standard and emergency operating procedures for the department.
  • Develop physical plant staff by selecting, orientating, and executing training programs.
  • Achieve physical plant results by coaching, counseling, disciplining staff; planning, monitoring, and appraising job results.
  • Alone or in conjunction with the Director of Facilities, develop operating procedures for plant operations by reviewing production, repairs, preventative maintenance, quality control, daily operations, maintenance reports and statistics, emergency situations and operational standards.
  • Supervise and manage Assistant Chief Engineer, Operating Engineers, and Maintenance Mechanics, and all engineering staff.
  • Build positive employee attitudes and foster team work.
  • Oversee compliance with all safety procedures.
  • Provide technical support for the department on many and varied types of complex systems.
  • Manage major system repair. Consult with and help coordinate renovations, upgrades, and remodeling with Facilities Project Manager.
  • Consult with Design Engineers and Architects for new construction, remodeling, and master plan.
  • Develop rapport and interact with administration, faculty, and staff to resolve problems, organize projects, and provide assistance related to the Engineering Department.
  • Manage department budget by anticipating requirements; submitting information for budget preparation; scheduling expenditures; monitoring costs, analyzing variances and initiating corrective actions.
  • Manage service contracts for building equipment, automation systems, life safety systems, and elevators.
  • Write specifications for the purchase of equipment, maintenance supplies, water treatment supplies, and filters.
  • In conjunction with the Energy Manager/Senior Project Manager develop energy conservation projects and strategies
  • Maintain continuity among college staff, representatives of municipalities, utilities; division and department teams by documenting and communicating actions, irregularities, and continuing needs.
  • Contribute to the Campus Services team effort by offering information and opinion; integrating objectives with other functions; accomplishing related results as needed.
  • Improve program and service quality by recommending new applications updating procedures, and evaluating results with Director of Facilities.
  • In conjunction with the Director of Facilities Operations and/or Project Managers, consult with engineers and architects in the development, installation and startup of new equipment and systems for new and existing buildings.
  • Maintain continuity among college staff, representatives of municipalities, utilities; division and department
    teams by documenting and communicating actions, irregularities, and continuing needs.
  • Contribute to the Campus Services team effort by offering information and opinion; integrating objectives
    with other functions; accomplishing related results as needed.
  • Improve program and service quality by recommending new applications updating procedures, and
    evaluating results with Director of Facilities.
  • In conjunction with the Director of Facilities Operations and/or Project Managers, consult with engineers and
    architects in the development, installation and startup of new equipment and systems for new and existing
    buildings.
  • Provide essential technical information regarding the college physical plant and equipment.
  • Assure the college is receiving the specified equipment, installed correctly, and operating as designed.
  • Work closely with the Risk Manager and Hazardous Materials Coordinator to help resolve safety
    environmental complaints and issues.
  • Contribute to the Facilities team effort by accomplishing interdepartmental results as needed.
  • Ensure operation of machinery and mechanical equipment by utilizing the computerized maintenance system
    to complete preventive maintenance requirements, inventory building equipment and updating preventive
    maintenance procedures.
  • Maintain certificates for equipment. Pressure vessels, elevators, fire extinguishers, fire systems, and other
    required equipment.
  • Other related duties as assigned.


  • Qualifications:

    • Education
      • Bachelor's Degree in Engineering in the MEP related discipline, or equivalent in education and/or experience required.
      • City of Chicago Stationary Engineers License required.
      • EPA Universal Refrigerant Technician certification required.
    • Experience
      • 5 to 7 years' experience operating and maintaining all types of power plant and building mechanical equipment required, three years of which have been in a supervisory role.

      • Forklift /Scissor /Aerial Lift
      • Arc Flash


    Working Conditions:

  • Power plant, HVAC, automation, and life safety equipment.
  • Electrical meters, temperature, humidity, flow, and pressure instruments, hand, and power tools, and man lifts.
  • Computers and related software.
  • Generally good, but can be exposed to fire, steam leaks, gas leaks, electrical hazard, harsh weather, and long hours in emergency situations.
  • Extensive walking, climbing in and on large equipment, ladders, and roof tops.
  • Lifting and moving heavy tools and equipment.
  • Must pass physical exam at College expense.
  • This position requires a background check, physical and drug screen.


  • Hiring Range:
    15 Salary/Starting salary beginning at $112,170, based on education and experience.

    Competitive starting pay is dependent on education and experience.
