Merced College is a midsized community college located in California's Central Valley. Founded in 1962, the college serves more than 16,000 students, with room to expand on its 267-acre main campus and 120-acre Los Banos site, as well as at our innovative Business Resource Center in Downtown Merced. As a member of the Purchasing Department, the Senior Buyer position will support and assist the College in meeting its operational needs by performing a variety of purchasing functions, to include: providing information and assistance to staff for the purchase of materials, equipment, and supplies as it relates to the Ed Code, Public Contract Code and District purchasing procedures; researching and obtaining price, quality, and availability of materials and sources; gathering and verifying quotes; preparing and evaluating bids; processing purchase orders; working with vendors; ensuring proper distribution and any necessary follow-up; assisting the Director to negotiate, prepare, and administer contracts for the maintenance, purchase and lease of material equipment, real and excess property. General Description:
Under direction of the Purchasing Manager, responsible to maintain proper compliance of purchases of equipment, supplies, materials and services for the District.

Examples of Duties
Representative Duties:

  • Assist in the purchase, receipt, storage, and distribution of supplies, equipment, and construction services
  • Negotiate, prepare, and administer contracts for the maintenance, purchase and lease of material, equipment, and real property
  • Adhere to various code and legal requirements
  • Assist in evaluation of District expenditures for goods and services using quantitative methods and current market trends
  • Assist management in the sale of excess property
  • Resolve complaints from vendors and departmental representatives
  • Assist administrators and department heads in matters pertaining to the contracting and procurement of supplies and equipment
  • Prepare various informational reports
  • Prepare annual budgets and assist with annual inventory for Auditor's Report
  • Other related duties as assigned
Knowledge of:
  • Education, Public Contract, and Civil Codes related to Community College Purchasing
  • Purchasing office methods and procedures for recordkeeping; specification writing, bid operation and evaluation
Ability to:
  • Use MS Word, MS Outlook, MS Excel and MS Access
  • Analyze requisitions and prepare product specifications and contracts
  • Establish and maintain effective relationships with the public and District staff in the course of daily work
  • Communicate effectively both orally and in writing
  • Organize and prioritize workload for efficient management of time
  • Promote and incorporate culturally affirming DEIA and anti-racist principles to nurture and create a respectful, inclusive, and equitable learning and work environment. In conducting their duties, staff members shall respect and acknowledge the diversity of students and colleagues


Typical Qualifications

MINIMUM QUALIFICATIONS

Required:
  • Associate's degree AND four (4) years of applicable experience OR applicable certifications OR bachelor's degree AND one (1) year of applicable experience OR applicable certifications OR the equivalent education and experience.

Desired Qualifications:
Education/Experience
Knowledge of integrated purchasing software

License or Certificate
  • Accredited Purchasing Practitioner Certificate (A.P.P.)
  • Certified Purchasing Manager Certificate (C.P.M.)
