Organizational Description:

The mission of the Admissions & Records office is to admit, enroll, and serve Fresno State's diverse student population and deliver information considering policies and procedures to ensure student success.

The Registrar Office is dedicated to providing quality services to students. Our services include, but are not limited to, registration assistance, maintenance of academic records, graduation advising, and veteran services. We strive to uphold the policies of the institution and facilitate the graduation process through effective communication with the campus community while preserving the academic integrity of the university and the right of privacy to the student.

Overview:

Under the general supervision of the Registrar, this position serves as the Assistant Registrar of Academic Records, responsible for the accountability and administration of the University grading policy and maintenance of student academic records. This position also serves as the liaison with the National Student Clearinghouse regarding all online inquiries of degree and enrollment verifications and with Credential Solutions Inc. with the online processing of official transcripts.

This also includes providing leadership and supervision to the records maintenance staff and student employees, ensuring that daily procedures and operations are in accordance with university and departmental policies.

The position is responsible for implementing technical operations related to academic record functions that have a broad impact on students and academic departments. The position will also assist the Registrar with the processes involved with faculty on-line grading, end of term processes, and academic standing which also includes the utilization of technology as appropriate to gain efficiencies within the unit; consults with analyst programmers in the Technology Services unit and uses ingenuity and innovation to develop new approaches for resolution of technical problems.

Position Summary:

  • Provide leadership and supervision to three full-time staff and two part-time student employees
  • Coordinate and oversee the production of official transcripts, the processing of enrollment/degree verifications, maintenance of the academic records, retention of records and records archival projects
  • Serve as a liaison with National Student Clearinghouse and Credentials Solutions to report and resolve issues to ensure requests are handled and processed in a timely manner
  • Submit the electronic (FTP) enrollment/degree report to the National Student Clearinghouse. Report and resolve any technical problems associated with NSLDS reporting
  • Assist with complex processes in the PeopleSoft Student Administration System which include faculty on-line grade reporting, End of Term processes, and Academic Standing
  • Communicate and collaborate with other departments and divisions to resolve discrepancies reported on the transcript (i.e Degree Advising/Evaluations or Continuing and Global Education, etc.)
  • Maintain academic records, including the recreating of academic records from legacy system into PeopleSoft (auditing records) and imaging of academic records
  • Perform and oversee the electronic enrollment reports to the National Student Clearinghouse and online transcript ordering via Credentials Solutions, Inc.
  • Provide leadership to ensure the security, confidentiality and integrity of the maintenance of student academic records is enforced
  • Attend meetings/workshops to represent the Admissions and Records in the area of academic records policies and procedures
  • Collaborate with Advising Services on disqualification and reinstatement of continuing students
  • Create and maintain Business Process Guides for Academic Records office
  • Serve as co-chair of Record Adjustment Committee which determines whether exceptions will be made to academic deadlines and policies for individual students
  • Research complex inquiries in regards to university policy, federal policy (FERPA) and Executive Orders from the Chancellor's Office
  • Other related work duties as assigned

Knowledge, Skills & Abilities:

  • Working knowledge of the standard theories, principles, practices, and techniques applicable to a university admissions and records office
  • Working knowledge of budget policies and procedures
  • Working knowledge of operational and fiscal analysis and techniques
  • Thorough knowledge of policies, procedures, and outside regulations pertaining to a university admissions and records office
  • Knowledge of basic methods and procedures for research and statistical analysis
  • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations
  • Expertise in investigating and analyzing problems with a broad administrative impact and implications

Education and Experience:

  • A bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs
  • A history of regular attendance and positive performance evaluations

Preferred Skills:

  • Two years of recent and progressively responsible experience with administrative, technical, and analytic duties
  • Experience with National Student Clearinghouse reporting
  • Experience working with a complex data system and a relational data base such as PeopleSoft information system or comparable system
  • Lead work experience

Ability to:

  • Organize, prioritize, and plan multiple work projects
  • Understand and abide with the Family Education Rights and Privacy Act (FERPA) and State of California policy regarding confidentiality of records
  • Communicate effectively, both orally, and in writing
  • Work with students, faculty, staff, and general public from diverse backgrounds
  • Clearly explain complex policies and procedures to varied audiences
