Registrar



Raritan Valley Community College (RVCC), serving Somerset and Hunterdon County residents for fifty years, offers over 90 associate degrees and certificates, customized training and continuing education. The College's 240-acre campus lies at the crossroads of central New Jersey in North Branch. Responsibilities include but not limited to:



Manages and maintains all aspects of the registration, transfer credit, grading, academic transcripts, graduation clearance and other student records processes and provides overall supervision in these areas. Resolves complex and unique problems relevant to these functions.



Supervises the collection and recording of grades, class rosters, early alerts, and midterm warnings.



Monitors changes in academic program offerings and requirements and maintains the degree audit program in the student database.



Administers the work processes for transcript requests, enrollment verifications, and evaluation of transfer credits for advanced standing. Works directly with the National Student Clearing House to coordinate services.



Maintains up-to-date knowledge of federal, state and local laws which impact the enrollment process and ensures that College policies, regulations, and procedures adhere to these laws. Specifically, serves as the institution's compliance officer for the Family Education Rights and Privacy Act (FERPA), and veterans' certification. Assures faculty and staff understand their responsibilities regarding FERPA and student privacy. Responds to all subpoenas and other requests for student information.



Participates in the evaluation of Student Services software and is responsible for implementing the registration and records area in these products.



Supervises the scheduling process for all academic courses and special requests to insure that maximum use is made of available rooms. Works with academic department to resolve scheduling issues throughout the College and insures that schedules, including the one for final exams, are published in a timely manner.



Serves as a consultant to Student Service and Academic Affairs departments in developing programming specifications, designing reports, and resolving Banner issues.



Directs and oversees the implementation of academic policies related to academic standards and the grading system; interprets regulations for faculty and staff; and interprets academic policies to students and faculty.



Develops and maintains operating rules and procedures for Enrollment Services and coordinates with academic departments and other Student Services departments to ensure the highest quality of student service. Reviews, develops, recommends, and implements policy and procedural changes to improve the overall effectiveness of enrollment services. Coordinates with other student service offices to develop and manage a student-friendly enrollment process.



Represents the office as a member of the Educational Policy Committee and as a consultant for College committees by providing information about enrollment practices and Banner alternatives and limitations.



Works closely with Work Force Delivery to align their programs with college academic scheduling and administrative procedures. Coordinates course and section creation, registration calendars and procedures, grading, transcript production, and Banner updating.



Acts as liaison to Technical Services to resolve Banner issues. Maintains Banner and Argos early alert and midterm warning reporting process. Generates and shares comprehensive, as well as specific, research reports using Banner, Argos and Developer as appropriate and necessary.



Develops, administers, and monitors approved budget for the department.



Participates in the search process for the recommendation of new employees; establishes appropriate professional development programs; oversees staff supervision and evaluates the performance of assigned staff.



Responsible for the compiling and editing of sections of the College Catalog, Student Handbook, Master Schedule, and any and all publications as they relate to Enrollment Services.



Responsible for maintaining the currency of the external web, Lion's Den, and Commons web information as it relates to Enrollment Services.



Evaluates and responds to student requests for exceptions to College policy in matters of academic history and refunds.



Performs all other duties as assigned by the Dean of Student Services.



Requirements:


Minimum Qualifications:



Bachelor's degree in an appropriate field.



Three years' experience in a Registrar's Office including computerized record maintenance and management.



Supervisory experience in a college or university enrollment services setting. Strong student-centered orientation.



Demonstrated experience with integrated student database systems, report writing software, and excellent computer application skills.



High degree of reliability and flexibility.



Preferred Qualifications:



Master's degree in an appropriate field.



Prior work experience in community college student enrollment services.



Knowledge of the Banner and Argos system.
