Job Summary/Basic Function:
SUMMARY:
Function: To enforce the law, provide service, information, and aid to all citizens. As circumstances require, prevent crime, suppress disturbances, investigate criminal offenses, and arrest offenders. Provide guidance and supervision to police corporals, patrol officers, campus safety officers, and telecommunication operators during their assigned Patrol shift.

Scope: Responsible for supervising police personnel engaged in law enforcement duties associated with the protection, safety, and welfare of students, employees, visitors, and property within the area under the control and jurisdiction of Lamar University. Exercises independent judgment within limits prescribed by law, rules and regulations, institutional rules and Police departmental policies and procedures. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).

DUTIES:
Typical: Supervises and participates in the policing of the property of Lamar University. Preserves the peace by the use of all lawful means, interceding without warrant when authorized by law to prevent or suppress crime. Executes all lawful process. Gives notice to magistrate of offenses committed within the areas under the control and jurisdiction of Lamar University. Arrests offenders with and without warrant, where authorized by law. Investigates all criminal offenses, to detect and arrest criminals and to recover lost or stolen property. Attempts to locate missing persons. Detects violations of the Transportation Code, makes violator contacts, and places violators in custody or issues citations or warnings. Investigates motor vehicle collisions. Enforces rules and regulations, policies and procedures of this Department. Provides service, information, and direction to students, employees, and visitors. Writes reports, analyzes workloads, and plans work schedules. Prepare shift activity reports on all police responses and activity to Command Staff. Identify potential security and safety hazards, as observed and reported to them by junior officers. Ensures conformance to policies and procedures by checking quality of subordinate's performance. Provides counseling and discipline as required to maintain good order and discipline within the Lamar University Police Department. Keeps staff informed of changes in departmental policies and regulations and legal interpretation. Supervises an element of police personnel, on a specific shift, engaged in law enforcement duties and enforcement of institutional rules and regulations. Performs related duties as assigned by the Field Operations Lieutenant, Assistant Chief of Police, and Chief of Police.

Periodic: Monitors police officers, corporal, and community service officers on assignment -reviewing, evaluating, and correcting performance. Conducts formal and informal training for continual development of police officers. Confers with law enforcement agencies on matters of mutual concern. Screens employment applications to determine eligibility. Performs office and administration tasks. Conducts surveillance, internal and background investigations. Executes court orders and serves warrants. Testifies in court and before Grand Juries.

Minimum Qualifications:
EDUCATION:
Required:
(60) college credits, or
(8) years of Honorable Military Service and currently enrolled in *college courses, or
(2) years of ranked Police experience and currently enrolled in *college courses

EXPERIENCE:
Required:
1.) 3 years as a full-time U.S. Commissioned Police Officer, and
2.) 1 year in previous or equal Police rank (Cpl. / Sgt.), and
3.) Intermediate License and Field Training Officer Certificate

SUPERVISION:
Received: Work is reviewed by Lieutenant through activities, reports, and observation of performance. Other duties as assigned.

Given: Close and frequent supervision of commissioned police officers, community service officers, telecommunication officers, and other uniformed and civilian personnel assigned to a shift.

EQUIPMENT:
Required: Must be proficient in the operation and safety procedures of all equipment utilized by the Lamar University Police Department necessary to perform assigned tasks.

ACCURACY:
Proficiency in all phases of duties performed. Must demonstrate logical and effective
problem solving ability. Must be able to provide creditable testimony in a court of law. Must be able to provide progressive forms of discipline to officers and personnel under their watch.

PHYSICAL CAPABILITIES:
Duties involve driving, walking, running, standing, stooping, climbing, crouching, pushing, jumping over, pulling, carrying, reaching above head, lifting, lowering, hand-wrist and elbow motion, grasping, and holding. Excellent physical condition and vision, ability to hear and speak and full use of arms and legs.

WORKING CONDITIONS:
Usual: Exposure to outside weather conditions. May be required to work either day or night on any one of three shifts with varying days off and on holidays. Work involves a degree of hazard.
Must be able to hold a Texas Peace Officer Commission from The Lamar University Police Department, and have a valid drivers license not subject to suspension. Must be eligible to drive a University owned or leased motor vehicle. Must meet certain prerequisites established by the Lamar University Police Department and the Texas Commission on Law Enforcement concerning age requirements and physical, mental, and educational standards. Must have the physical and mental capabilities to properly carry out responsibilities and duties as a supervisor and commissioned police officer of the Lamar University Police Department.

OTHER:
Effective written and oral communications skills. Knowledge and skills in emergency medical procedures, first aid and CPR techniques.
