Manager of Employment Services, Human Resources- Requisition # 18000001A0

This position oversees, manages and coordinates employment services operations for the UTC Office of Human Resources which includes recruiting, onboarding/offboarding, training & development, employee relations, performance management, employee records, HR Metrics and other HR employment related functions. Responsibilities include:
  • Recruiting, Hiring and Onboarding / Offboarding: Planning, directing, organizing and evaluating the overall activities of an assigned team within the Department of Human Resources to ensure UTC is effectively and efficiently recruiting a well-qualified, diverse workforce. In collaboration with all stakeholders, evaluates, designs and implements all employment related processes and functions and develops streamlined approach to a more effective and efficient recruiting, hiring and onboarding/offboarding processes. Training and developing HR staff on employment processes to ensure a consistent and standardized approach to recruiting and hiring.
  • Employee Relations and Performance Management: Managing and facilitating employee relations needs and follow up intervention strategies (ex: mediation sessions) and documentation/coordination of HR employee relations efforts and record maintenance. Providing counsel to individual employees, supervisors and departments regarding HR policy and procedure and provides appropriate and timely counsel regarding progressive disciplinary process, performance coaching and the performance management process, including goal setting, performance reviews, performance improvement plans, etc. Developing and distributing of disciplinary letters after review/approval of HR leadership and provides assistance in administration of employee grievances, including establishment of required grievance request documentation, establishing grievance panel, coordinating grievance hearings, communicating with all related parties, and finalizing grievance outcome documentation.
  • Training & Development: Providing oversight to assigned team members to develop, conduct and assess training and development throughout campus. Delivers campus training related to service area as needed in conjunction with HR team and UTC staff.
  • Additional Employment Services Functions: Monitoring Limited Duration Appointments to ensure compliance with UT policy and timely notification of LDA renewals or discontinuations. Managing flex-year appointments and coordination of annual renewals or discontinuations. Managing temporary employee appointments to ensure compliance with UT policy and timely notification of renewals beyond 12 months (with proper justification) or discontinuations. Coordinating Conflict of Interest Committee and resolution of COI reviews. Leading annual communication and reporting of COI/OID form completion. Serves as campus point of contact for troubleshooting COI/OID form issues. Coordinating UTC Care Team to provide information and assistance with Employee Assistance Program (EAP), including establishment of UTC Care Team communication tools.

    QUALIFICATIONS:
    Bachelor's degree in Business Administration, HR, Psychology or related field; Master's preferred. HR related certification including PHR, SHRM-CP, etc preferred. Must have a minimum of five years of Human Resources-related experience. Must have a minimum of three years of experience in employee relations and/or recruitment and employment and a minimum of two years of HR leadership and management experience. Experience with continuous process improvement is preferred. Must have excellent written and oral communication skills and active listening skills. Must have demonstrated skills in recruitment, selection, onboarding/offboarding, employee relations and process improvement. Must be able to translate research and statistical analyses into practical terms. Demonstrated competency in Microsoft Office programs (Word, Excel, PowerPoint, etc.) and Microsoft Outlook required. Occasional weekends and overnight travel is required.
