POSITION DETAILS

Founded in 1971 in Long Island City, Queens, LaGuardia Community College is one of seven community colleges of the City University of New York/CUNY. In 2019, LaGuardia served over 30,000 students in pre-college, associate degree, and continuing education programs. Major areas of study include Health Sciences, STEM, Business and Technology, and Liberal Arts. Consistent with the diversity of Queens, 56 percent of LaGuardia students are born outside of the United States. More than half are first-generation college students. Sixty-nine percent live in Queens; the rest come from Brooklyn and beyond. Virtually all LaGuardia students are ethnic minorities (88 percent), 58 percent are women, and 31 percent are over the age of 25. Forty-eight percent of LaGuardia students are Hispanic, making the college a Hispanic-Serving Institution (HSI). Sixty-six percent of LaGuardia students receive financial aid. Slightly less than half attend part-time, often because they need to work to support their families. LaGuardia ranked fifth among U.S. community colleges in economic mobility – moving low-income students into the middle class and beyond – in a 2017 Stanford University study. Reporting to the President, the Executive Chief Diversity Officer (ECDO) is responsible for overseeing and managing the diversity and compliance staff and activities of the college.

Other responsibilities of the ECDO include, but are not limited to:

- Serves as Title IX Coordinator, Section 504/ADA Coordinator, and Sexual Harassment Coordinator, and oversees the investigation of discrimination complaints involving faculty, students, and staff in accordance with the University\'s Non-Discrimination Policy; ensures the College is in compliance with all laws, rules and regulations including, but not limited to, Title VII, ADA, Section 504 of the Rehabilitation Act, and Title IV; and is responsible for the Campus Diversity Office;

- Ensures the College\'s compliance with federal, state, and city regulations, and University mandates. Oversees the preparation of internal and external reports, memoranda, and other written material. This includes the College\'s equal employment opportunity and affirmative action efforts and accomplishments, and implementation of the City University of New York\'s affirmative action policy, as well as, the federally mandated Affirmative Action Plan. Collects and analyzes data for College and University reports;

- Collaborates with The Office of Legal Affairs, and Human Resources to ensure the College\'s EEO/OFCCP compliance and other applicable matters;

- Oversees the creation and implementation of compliance programs, activities, and initiatives for faculty, staff, and students designed to foster a climate that encourages respect for diversity. This includes preparing, planning, and coordinating educational and training workshops on EEO issues, policies and procedures, and working with external administrative agencies, compliance audits, and initiatives; develops and administers training programs and curriculum for students, faculty, and staff, to address issues such as sexual harassment, violence in the workplace, supporting diversity, engaging employees and students with disabilities and, retaining LaGuardia Community College's best employees. Consult with College executives on further training needs of their faculty and staff;

- Oversees search committees in the implementation of affirmative action program regulations, directs search committees regarding recruitment and hiring efforts for a diverse faculty and staff, interprets information on under-representation for relevant constituencies, reviews recruitment plans and documentation, and monitors employee recruitment and selection to ensure compliance with EEO/AAP policies and plan;

- Serves as a Special Assistant to the President, overseeing the design and implementation of initiatives leading to new policies, procedures, and programs with college-wide impact that address internal and external issues;

- Provides confidential support and guidance to the President, College executives, senior staff, and other key individuals. Counsels College\'s administration, faculty and staff regarding equal employment opportunity and affirmative action policies, procedures and compliance issues and fosters the integration of best practices. Develops faculty/staff mentoring initiatives and collaborates with the President\'s office to administer faculty/staff professional development;

- Collaborates with key departments and offices on campus regarding diversity issues, complex faculty related issues, grievances and/or complaints, including: Central Office, Legal Affairs, Human Resources, Academic Affairs, Student Affairs, Public Safety, Disability Services and Athletics;

- Serves as Chief Diversity Office Liaison to the City University of New York and attends meeting of The City University of New York Chief Diversity Officer Council. Represents the College on various committees and programs designed to address issues of college compliance, diversity, and underrepresented groups.

Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Being fully vaccinated is defined for this purpose as being at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Final candidates must be fully vaccinated as of their first day of employment.



QUALIFICATIONS

This position is in CUNY\'s Executive Compensation Plan. All executive positions require a minimum of a Bachelor\'s degree and eight years\' related experience.

PREFERRED QULIFICATIONS

- J.D degree

- Experience related to EEO/AA, VAWA, Clery Act, Title IX, and/or other federal or state nondiscrimination laws

- Demonstrated expertise in complaint resolution, investigations, grievances and/or policy administration

- Ability to interpret, analyze, advise on non-discrimination policies, regulations and practices; investigate protected class complaints; develop and implement policies and procedures for the college

- Must also be capable of designing and executing training and education for multiple constituencies

- Strong organization, planning, analytical and problem resolution abilities. Excellent oral and written communication skills. Advanced analytical and project management skills with attention to detail. Strong critical thinking, decision making, interpersonal, and organizational skills. Must be self-motivated and able to multi-task

- Prior supervisory experience

- Knowledge of higher education structure and setting, with a demonstrated clear understanding of the importance of a diverse, equitable, and inclusive environment

- An established and verifiable commitment to and record of exemplary personal and professional integrity. Proven ability to work with sensitive and confidential information, with diplomacy and excellent judgment; ability to act calmly and objectively in the face of sensitive situations

- Ability to work collegially and effectively with a wide range of constituencies and diverse community, including: faculty, staff, administrators, students and community partners. Ability to diagnose, clarify, and mediate differences of opinion
