Compensation and Benefits

Anticipated Hiring Salary Range:$22.48 to $25.38 a hour
  • This is a full-time (working up to 40 hours per week), non-exempt, temporary short-term hire which may last up to 180 days.

Temporary employees are not eligible to gain permanent status with the university as a result of appointments from this recruitment. Appointments from this recruitment may automatically expire on or before the 180 day period, and does not establish consideration for subsequent appointments or any future employment rights. As such, these positions are not eligible for benefits unless the actual hours worked meet eligibility for medical benefits under the Affordable Health Care Act (ACA). Job Summary

Working under the general supervision of the Deputy Chief Information Officer in Technology Services, the Division Budget Analyst performs diverse and complex administrative budget duties. The incumbent is responsible for the reporting and timely completion of department and division related budgets and other fiscal duties in Technology Services. The Division Budget Analyst will prepare, monitor, and reconcile the various departmental budgets and various sets of accounts to ensure transactions are properly classified and spending follows appropriate procedures and are maintained within the budgeted plan. Assignments include independently: coordinating tasks requiring timely and accurate planning, organizing, prioritizing, interpreting and decision-making skills; as well as applying, interpreting and abiding by university and division level policies, procedures, and guidelines. This position may be assigned a variety of other tasks including analysis, documentation and quality assurance testing.

The incumbent will provide monthly budget and actual reports, coordinate the Technology Services spending plan for each department within the Division, and provide consultation to the management team and interpret results. The Division Budget Analyst also will work on budget and strategic forecasting scenarios, long-range planning and analysis. This position monitors the fiscal performance of the Division and recommends budget adjustments, as necessary. Assignments will require independent coordination of tasks, timely and accurate planning, organization, prioritization, interpreting and decision-making skills, and discretion. In addition, the incumbent must apply, interpret and abide by university and division level policies, procedures, and guidelines. This position may be assigned a variety of other tasks including requirements analysis, documentation and quality assurance testing.

The incumbent will reconcile position information and work collaboratively with others across campus, including managers. On occasion, the incumbent will participate and receive information that is considered confidential due to timing and planning of budgets. This position monitors the fiscal performance of the Division and recommends budget adjustments, as necessary.

MAJOR JOB DUTIES

Budget and Transaction Management
  • Coordinates the preparation, documentation and submission of the Technology Services division budget spending plan based upon management inputs.
  • Provides recommendations on budget and forecasting to management in Technology Services as it relates to future fiscal years and plan projects/needs.
  • Coordinates the submission of the Technology Services spending plan.
  • Coordinates and documents budget allocation showing sources of revenue including budget allocations, on-going allocations, and estimated charge-backs for Technology Services.
  • Coordinates the budget spending plan throughout its life cycle (initial versions, submitted version, and subsequent versions based upon adjustments) for Technology Services.
  • Monitors expenditures for all areas to ensure they are appropriate, within category to ensure they do not exceed budget spending plan for Technology Services.
  • Provides management reports covering YTD expenditures, committed and projected expenditures, the total projected expenditures versus the budget spending plan, YTD revenues, projections and the total projected revenues versus the budget spending plan, and the current variance from PeopleSoft for Technology Services.
  • Analyzes budget allocations, chargeback information and expenditures for consistency and accuracy for Technology Services.
  • Monitors and tracks hardware maintenance and software license renewals and provides adequate notice to management, supporting their ability to make proactive decisions.
  • Works collaboratively with Human Resources and the Central Budget Office on reconciling position allocation and Level A and Level B budget submissions.
  • Processes departmental accounting transactions ensuring transaction are properly recorded, documented, and monitored through their life cycle.
  • Monitors non-state accounts for appropriate revenue and expenditures transactions.
  • Reconciles budget at year end to make sure all entries are correct and appropriate for Technology Services and provides budget analysis and forecasting reports


Process Improvement
  • Coordinates and contributes to the development and documentation of accounting and budgeting procedures for Technology Services.
  • Seeks means of improving accounting and budgeting procedures and practices for Technology Services.
  • Supports the rollout, training and communications for new or modified procedures and services, including utilizing an electronic signature application or tool.
  • Provides recommendations to the Deputy CIO on tactical and strategic technical resource decisions.

Secondary duties of the job include:
  • Coordinates the restructuring and maintenance of Technology Services budgets to provide more granular tracking of budget/expenses. by area in Division
    Coordinates Technology Services projects and follows up on assigned tasks

Key Qualifications

Knowledge of:
  • Working knowledge of the principles and practices of fiscal analysis and budgeting techniques.
  • Research techniques and statistical principles and procedures.
  • Knowledge of or ability to learn quickly the financial structure and financial procedures of the CSU.

Skills:
  • Advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems.
  • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.

Ability to:
  • Monitor and maintain a large financial budget including collecting data, performing preliminary analyses and making appropriate recommendations.
  • Analyze and review budget and financial practices to provide recommendations to management.
  • Communicate clearly and present complex budget information in a clear, concise and professional manner.
  • Be detail oriented in preparation of reports for review by managers and executives.
  • Provide accurate information and data for review regarding program service delivery and activities in meeting programmatic goals and enhancing processes.
  • Review documents for accuracy, completeness, validity, and adherence to standards.
  • Assign transaction codes and prepare documents for processing.
  • Compile, verify, reconcile, analyze, and summarize information.
  • Maintain records of invoices, requisitions, orders and other financial related documents.
  • Prepare invoices, enter data, and prepare billings and past due notices.
  • Review data extracts and reports and make necessary corrections.
  • Prepare statements, reports and trial balances for review with managers.
  • Read, explain and apply university policies and regulations to students, faculty/staff, external agencies and the public.
  • Resolve difficult and unusual problems.
  • Compose detailed reports and correspondence of a technical nature regarding financial matters.
  • Prioritize and organize tasks and projects including handling multiple priorities.
  • Maintain effective working relationships with others; Interpersonal, and communication skills, including ability to work effectively with people of diverse backgrounds.


Education and Experience
  • Bachelor's degree from a regionally accredited college or university, and/or equivalent training and work experience involving budget and financial transaction management and analysis
    Two years of professional experience in analyzing, monitoring or preparing budgets or similar relevant experience
