Job Summary
The Facilities and Operations Department has an immediate opening for a Facilities Manager, Custodial/Grounds. This is a great opportunity for someone with a combination of the required experience and critical thinking/problem solving skills to work in a fast-paced work environment. The qualified candidate is someone who exercises independent judgment and strives for exemplary customer service and team building. This is an essential position in Facilities & Operations.

What You'll Do
Serve as member of Facilities and Operations management team participating in the development of departmental goals, objectives, policies, processes and procedures. Participate with the other members of the management team and University partners in planning and the design of new programs, projects, scheduling/coordination of work, etc.

Organize, plan and direct all in-house training programs related to areas of responsibility.

Prepare data and tracks metrics for short and long term planning.

Enforce departmental and University rules, initiate appropriate disciplinary action and resolve employee grievances. Must become familiar with AFSME union rules and regulations.

Responsible for all pertinent timekeeping records; make certain they are submitted accurately and timely per department and University timekeeping guidelines.

Expected to deliver consistent exceptional customer service to internal customers at all times.

Serves as a steward of the University assets and resources.

Expected to become a participating member of the on-call program rotation.

Management duties include the authority to hire, discharge, or make promotion recommendations in accordance with University guidelines.

You will be responsible for managing within budget, including overtime, regular time, salaries and wages, and materials.

Standardize Custodial Services and Grounds processes and procedures; create preventative maintenance schedules for these operating units. Review and improve as needed student

Classifications, wages, merit and hours for your departments. Collaborate with Facilities and Operations management team to share and gain knowledge of best practices.

Ability to assess and address workflow and workload issues and opportunities; especially significant with campus extended hours and the residence halls. You will be asked to make changes in shift assignments, building assignments, etc. in order to meet customer needs.

Review and update departmental equipment records. You will be expected to keep a living document on equipment and submit annual equipment needs.

Responsibilities*
Manage and direct the Facilities and Operations Custodial staff across all campus buildings in order to assure effective maintenance services at all campus buildings.

Directly supervise custodial supervisors and participate in hiring and training/evaluating of all custodial staff including regular full/part-time staff, students and temporary workers.

Perform building inspections in all areas on a regular basis and facilitate necessary corrective action. This position also establishes and maintains the highest achievable custodial cleaning and equipment program commensurate with the resources available.

Manage and direct the Facilities and Operations Grounds staff to maintain, beautify and preserve the campus grounds.

Develop and coordinate plans for the efficient use of crew members engaged in outdoor landscaping efforts including trimming, mowing, edging, hedge control, bed design and installation, snow removal and general trash cleanup.

Determine/confirm the deployment of equipment and materials will ensure timely and efficient job accomplishment.

Perform worksite inspections to ensure quality work and on-time completion of activities commensurate with the resources available.

Maintain optimal condition of outdoor ice rink, including maintaining acceptable ice quality and cleanliness, assuring proper maintenance and storage of ice maintenance equipment, and scheduling part-time staff for ice maintenance throughout seasonal operation schedule; provide timely and effective communication department management and University partners on rink-related operational issues.

Manage and direct the Facilities and Operations Auto Shop, providing leadership to the vehicle maintenance team and assuring overall customer satisfaction.

Recruit, hire and manage qualified technicians (both full time and student temporary) as needed and within budget parameters.

Handle customer inquiries; communicate effectively with customers regarding maintenance and needed repairs.

Enforce adherence with all applicable safety standards and environmental laws and regulations.

Development, refinement and implementation of policies, procedures and goals/objectives pertaining to the Custodial, Grounds and Auto Shop functions.

Serve as second level to Custodial supervision over regular and student temporary employees; direct supervisor for Grounds and Auto Shop personnel.

Oversee, direct and continuously improve the campus recycling program utilizing internal (Custodial/Grounds) and external resources commensurate the University long-term goals and available budget.

Accountable for the budget of the relevant business units within the overall department budget, which will include managing costs, planning, evaluating spending practices, purchases and trends; expected to review monthly accounting activity and manage within budget.

Responsible for preparing and organizing specifications and costs for contracted work related to grounds and custodial projects and assignments; prepare bid packages for outside work as necessary.

Oversee contract and temporary labor within areas of responsibility.

Plan, schedule, and initiate the purchase of major custodial/grounds equipment and supplies

Required Qualifications*
Bachelor's degree preferred. At least 10 years of progressively responsible relevant experience, of which 5 must have been in a managerial role.

Ability to manage all timekeeping and payroll policies of all union and non-union staff within your departments. Ability to review timekeeping and overtime policies; and comply with AFSCME bargaining unit agreement and Facilities and Operations policies and guidelines.

Comprehension of Facilities budget and specifically budget for Custodial Services and Grounds.

Must be able to demonstrate customer service competencies as evidenced by an ability to focus on the needs of others, resulting in being recognized as a provider of choice.

Demonstrate ability to be a positive influence on the work team as evidenced by an approachable, positive attitude, resulting in increased collaboration and support of group initiatives.

Demonstrate excellent written and verbal communication skills as evidenced by clear written procedures and/or oral presentations, resulting in messages being understood by constituents.
