Job Summary/Basic Function:
SUMMARY:
Function: To provide community services, information and aid to all citizens as circumstances require, prepare criminal cases for acceptance by the District Attorney's Office, manage and process evidence for prosecution of criminal cases, and testify in a court of law -as required.

Scope: Responsible for all property within the area under the control and jurisdiction of Lamar University. Exercises independent judgment within the limits prescribed by law, and police department policies and procedures. Assist with the processing of crime scenes, photographic evidence taking, management of video/audio recordings per the Michael Morton Act and evidence discovery rules, intake and categorization of evidence and property, case preparation and work flow for criminal case approval by the Jefferson County District Attorney's Officer for prosecution of criminal suspects charged with class B/A misdemeanors and felonies. Serves as a Campus Security Authority as defined by the Campus Crime Statistics Act (Clery Act).


DUTIES:
Typical: Receives and reviews criminal cases for preparationg tp be submitted to the Jefferson County District Attorney's Office. Process evidence that is recovered by Patrol Officers, identify, photograph, tag and maintain a chain-of-custody for all evidence. Contact officers regarding information on cases to ensure thoroughness and accuracy prior to being submitted for prosecution. Take narcotics and controlled substances to the Jefferson County Crime Lab for processing. Recover results from the Crime Lab for obtaining appropriate warrants for criminal suspects. Prepare court paperwork for the destruction of evidence after a disposition is provided by a court to be properly dispose of evidence. Take photograph, lift fingerprints, and take possession of evidence from crime scenes.

Periodic: Completes and submits warrants for the apprehension of suspects; take statements from witnesses, victims and/or suspects. Discuss cases with prosecuting attorneys, prepares evidence, and appears as a witness in court. Inquiries on criminal history via the TLETS/NLETS system. Proof read narratives and case paperwork prior to submittal to Jefferson County DA.

SUPERVISION:

Received: Work is reviewed by the Criminal Investigations Unit's ranking officer through activities, reports, and observation of performance.

Given: As assigned and delegated by the assigned supervisor; in their absence.

Minimum Qualifications:
EDUCATION:
Required:
1.) 60 hours of credit from an accredited College or University

EXPERIENCE:
Required:
1.) 6 months as a Lamar University Community Service Officer, Telecommunications Officer, OR
2.) Experience in an outside agency that is of a similar scope and function.

EQUIPMENT:
Required: Must be proficient in the operation and safety procedures of all equipment utilized by the Lamar University Police Department necessary to perform assigned tasks.

ACCURACY: Proficiency in all phases of duties performed. Must demonstrate logical and effective
problem solving ability. Must be able to provide credible testimony in a court of law. Must manage and process video/audio, physical and digital forms of evidence.

PHYSICAL CAPABILITIES:
Duties involve driving, walking, running, standing, stooping, climbing, crouching, pushing, jumping over, pulling, carrying, reaching above head, lifting, lowering, hand-wrist and elbow motion, grasping, and holding. Excellent physical condition and vision, ability to hear and speak and full use of arms and legs.

WORKING CONDITIONS:
Usual: Exposure to outside weather conditions. May be required to work either day or night and on holidays. Must hold a valid drivers license not subject to suspension. Must be eligible to drive a University owned or leased motor vehicle. Effective written and oral communications skills. Knowledge and skills in emergency medical procedures, first aid and CPR techniques.

1.) Bachelors Degree in Criminal Justice or related field
2.) Certification as an Investigator under Texas Commission on Law Enforcement, and/or Evidence Room Technician.

Experience:
1.) Licensed by the Texas Commission on Law Enforcement as a Peace Officer
